A-E Performance Specifications for Furniture, Furnishings, Equipment & Low Voltage Systems

Scope: This project was an individual task order on the Medical Services FFP MATOC, with a scope of services involving the development of Facility Development Plans in support of the AFMS Design-Build program. Mill Creek partnered with Altus Architectural Studios, an architectural firm on this MATOC. This project had four phases:

Phase 1 Perform a Retrospective Analysis - Mill Creek created a customized database to aid in the analysis of all FFE-LVS procured and installed over fifteen Army, Navy, and Air Force projects over the past five years in an effort to evaluate trends within the DoD. The data included common salient characteristics of FFE-LVS such as options, cost, manufacturer, model, acquisition vehicle (i.e. GSA, USACE), and the buying agent. Mill Creek analyzed nearly 4,000,000 unique data cells comprising 1,458 unique JSNs. Analysis of the data provided information on trending U-Codes, commonly procured equipment and furniture, and average costs expected for a specific commodity.

Phase 2 Write Performance Specifications and Criteria - Utilizing the CSI MasterFormat© template, Mill Creek developed the specifications for Division 10 Specialties, Division 11 Equipment, Division 12 Furnishings, and Division 13 Special Construction for a total of 1,417 unique JSNs, setting a standard for all procurement moving forward for Army, Navy, and Air Force procurement of FFE-LVS. The DoD started utilizing these specifications as RFP requirements for FY 2017.

Phase 3 Create a Shared Repository - This scope was performed by Altus but involved the posting of the specifications on the "World Class Toolkit" website for a one-year trial the posting of the specifications on the "Whole Building Design Guide."

Phase 4 Develop a Cost Estimating Tool - This option was not exercised by the government.

Phase 5 Deconflict/Integrate Criteria & Standards - This scope was performed by Altus and involved the deconflict of the new performance specifications with existing codes and criteria utilized by the DoD such as the Code of Federal Regulations, UFC, UL, GGI, MIL-STD and Base Standards.
