This project delivers a new 59,609 SF Ambulatory Care Dental Clinic to replace the aging Dunn Dental Clinic. The facility represents a significant investment in modernizing dental care for military personnel and their families at JB San Antonio. Mill Creek is the subcontractor responsible for initial outfitting (IO), transition planning, and specialized systems integration, ensuring a seamless transition into the new facility. Mill Creek's role at the Dunn Dental Clinic encompassed full Initial Outfitting and Transition (IO&T) services, combining project management, technical expertise, and operational readiness planning. Our responsibilities included medical equipment planning and procurement, covering equipment lists, vendor coordination, warehousing, delivery, and installation oversight, as well as the procurement, installation, testing, and turnover of complete Furniture, Fixtures & Equipment and Low Voltage Systems packages. Mill Creek also provided interior design and artwork services, including space planning, finishes coordination, and artwork packages aligned with healthcare standards. Transition and move management involved detailed inventories, move sequencing, swing space planning, and departmental relocations, while low voltage system design and IT/telecom integration supported communications and technology readiness. Additional responsibilities included submittal development, schedule coordination, compliance reporting, safety and QA/QC management, and coordination of dedication ceremonies and high-visibility activation events. Finally, Mill Creek supported close-out and warranty services, ensuring documentation, training, and ongoing user support. This work required coordination within an operational airfield environment, alignment with USACE, DHA, medical staff, and the prime contractor, and careful sequencing of equipment and transition activities to avoid disruption to patient care, all while maintaining strict adherence to FAR/DFARS, Davis-Bacon Act requirements, and infection control standards.
