Mill Creek's role at Womack Army Medical Center spans comprehensive IO&T services, integrating project management, technical expertise, and operational planning to support a multi-phase hospital renovation. Responsibilities include medical equipment planning and procurement, FF&E and Low Voltage Systems procurement and installation, and coordination of temporary facilities such as the SPD Temporary Phasing Facility and ICU/surgical swing spaces to maintain uninterrupted care. Mill Creek also provides transition and move management, including detailed inventories, phased relocation strategies, and departmental coordination, alongside interior design and wayfinding packages to align with military healthcare design standards. Additional services cover submittal management, schedule and labor compliance, safety oversight, QA/QC, and support for public relations and activation ceremonies. Close-out and warranty activities ensure smooth turnover, training, and continued operational support. Unique challenges on this project include delivering phased renovations within an active hospital environment, coordinating multi-stakeholder requirements between USACE, DHA, hospital staff, and StructSure, sequencing complex moves and installations around mission-critical healthcare functions, and overseeing hazardous material abatement. The project demands strict adherence to FAR/DFARS, Davis-Bacon Act, labor standards, and infection control, ensuring modernization without disrupting ongoing patient care.
